Counter-terrorism officials in the United Kingdom have declared an explosion that took place outside a Liverpool hospital was a terror incident. 

A taxi exploded outside Liverpool Women's Hospital on Remembrance Sunday after an explosive device was detonated inside the vehicle, killing the passenger and injuring the driver. 

Four people have been arrested in relation to the incident as investigations continue.
